Depending on how old and the make and model of the refrigerator, it may have a control board that may be causing the problem.
Has the refrigerator been running at least 24 hours or more?
Let me know the brand and model number and I will research the problem for you.
Best Regards,

LG Refrigerator not cooling

Call a technician because either a board was burnt out or the compressor or the start device for the compressor took an excessive load and is shot.

Whirlpool refrigerator not cooling after storm

Assuming that both freezer and refrigerator temperatures have risen and the humming sound that you heard was followed by a sudden click more than likely the start device on the compressor has gone bad. This is a common problem with all Whirlpool refrigerators (KitchenAid is Whirlpools top of the line product and suffers the same problem).

My power went out and since it was restored my fridge won't come.

IIRC your refrigerator has an electronic control in the front face of the freezer door. Both sides have 3 buttons in a vertical column. Is there any sign of life on this control panel (IE do you see the stack of horizontal green bars lit up and does pushing the "freeze" or "fridge" button change them)? If not, then the most likely scenario is that you had a big power surge when the AC voltage came back and it blew out your control panel. If you can install an adequatley rated surge protector in the power line for your refrigerator you can prevent this from happening again.

Yes, there is a fan that distributes cold air throughout the freezer and to the refrigerator side. The fan is usually located behind an access plate near the bottom of the freezer side. You should be able to hear it if it's running. If you don't hear it, remove the access panel and look at it. If it's not turning, you will need to replace the fan motor.
