Most pumps on this type of machine are vacume pumps, they will have a third pipe that connects to the engine ( usually the rocker box ) where it takes a positive and a negative pulse from the engine, if the pipe is not connected or cracked it will not work, the pump itself is normally seale and non servicable, the engine may also have a fuel shut off solinoid in the bottom of the carb float bowl, if this is faulty or is not gettinf a 12 volt feed it will stop fuel to the main jet.

Husqvarna Lawn Tractor 48

The fuel solinoid is on the bottom of the carb with a single wire comeing from it, to test remove the assembly, earth the body against the engine, now switch the ignition on, you should hear a click and the centre pin in the solinoid will retract into the solinoid body, if it does not there is either an issue with the power wire to it ( should be 12volts ) or the solinoid is bad.

Not uncommon for the fuel solinoid to stop working on fuel bowl. You can try a small amount of fuel down throat. If engine fires for a second then its a fuel problem. Solinoid or blocked jet

Starter flywheel is not engaging motor

If you blew a fuse you could have a grounded wire someplace. Check the wiring on the solinoid, on the battery, on the lights and anyplace there could have been a bear spot rubbed. If the flywheel does not engage check the flywheel gear on the end of the started to see if it is chewed and worn. These can be replaced easily,
