Thats not a rubber band, thats the drive belt that drives the drive IN and out, the solution for your problem could be changinhg the drive belt, Find the motor connectng to the drive, you can get the same replacement belt and fix it ... this could solve your problem

The tray is blocked from opening. To sort out the problem you would have to open up the drive and eject the drive yourself.
Taking the tv/drive apart may void the warranty, if you are on warranty, contact your dealer or the company for warranty service (free on warranty)
