I have seen this type of problem on other brands of LCD monitors. The issue is either a bad solder joint on the high voltage backlight transformers or the transformer itself going out. The high pitched sound you are hearing is a high voltage spark. If you have a soldering iron and feel like opening your monitor then you may be able to repair it. Look for 2 identicle transformers these are the backlight ones. Resolder the connections on both units. While you have it open check for bad capacitors and replace any that may have been damaged by the transformers. Or www.digikey.com just make sure to use caps with low ESR, 105c, high ripple current, long life rating such as PANASONIC FM or FC series.
