SOURCE: Can't get a signal from my Turntables to record on my tape deck. I'm running turntables through RX 206 Amplifier and don't understand the RCA ins and outs.

Connect them to a receiver with a phono preamp.

SOURCE: Need to record from turntables to cassette deck.

Bypass the reciever. Just mixer to tape deck. You will get a better recording anyways!

SOURCE: slow tape speed on reel to reel tape deck

My TC-230 has the same problems and it is mechanical. Actually, its real hard to say what your problem is, but it is most likely the pinch roller is to tight on the piece that is connected to the motor. This extra tension is from a spring inside the machine and, when in storage for a long time with the machine set to stop, extra pressure builds up on this spring. Try leaving it unplugged on fast forward/play overnight. that might help.

Why is this turntable running slow?

It depends which type of turntable it is. If a belt one then change the belt, make certain you make a note of how the belt fits before removing it.

Direct drive turntables are more difficult. As it could be any number of faulty parts that cause it.
A build up of grease or dirt in any type of deck can slow the speed down.

A faulty motor on both types of deck will also cause it.

Trying to hook up older technics stereo dont know

Turntable leads go to Phono.
Turntable ground lead (thin black wire) goes to screw terminal next to 'Phono'

CD phono cables go (unsurprisingly) to the CD

Cassette deck "Play Out" cables go to 'Tape Playback' sockets.
Cassette deck "Rec In" cables go to 'Tape Rec Out' sockets.

EQ Line Out cables go to amp's VCR/EQ Playback
EQ Line In cables go to amp's VCR/EQ Record Out

Platter stops when i scratch and goes backwards sometimes.....had mind of it's own

Not really (and really not possible)
It's likely a belt drive deck and scratching with the motor still running on this sort can't really be done.
It's a fairly quick way to burn out the motor and wear out the drive belt.
If the deck is provided with manual overide for Motor Off or a Speed Neutral control that disengages the motor from the platen.
If a gear or direct drive deck there should be a disengage clutch control or a Speed Neutral setting.

I'm thinking this is 100% impossible. There is absolutely no way you can get a cassette tape to play on a turntable.

On jvc tdw11

the line out of a tape deck is about 1 volt peak, the output of a turntable is about 3-5mV on average.
Not sure what issue you are having but the turntable cannot be directly plugged into the cassette deck for recording LP to cassette. it would have to go through the receiver.
