You may have had a bad graphics card. if it workes after changing the graphics card, the bios is still locked, but not for use when powering on the system. without a regular bios password, you cannot enter the setup from the startup menu. with a bios security password, you will need a password to unlock the screen preventing it from starting, this password can chain to a hard disk password unlocked by placing the system security password, which will then provide a prompt for the hard disk password. :) one locks the setup for the whole system. one locks the system from starting up, and one locks the hard disk from being read. there are three. without knowing the password, if the computer will not start and load your system, ie windows mac osx, you can have someone retrieve the password, or change the motherboard. if it starts, most people don't worry about it. if it cost more to have someone resolder the bios chip, replace the main or motherboard. if it starts and runs, use it and don't worry about it. :)

How to enter the BIOS or CMOS setup.
Reasoning:
IBM compatible users may need to enter the BIOS or CMOS setup to setup or change how their computer's hardware is currently configured.
Solution:
Because of the wide variety of computer manufacturers and BIOS manufacturers over the evolution of computers, there have been numerous different ways to enter the BIOS or CMOS Setup. Below is a listing of the majority of these methods as well as other recommendations for entering the BIOS setup.

New computers
Thankfully, computers that have been manufactured in the last few years will allow you to enter the CMOS by pressing one of the below five keys during the boot.
A user will know when to press this key when they see a message similar to the below example as the computer is booting. Some older computers may also display a flashing block to indicate when to press the F1 or F2 keys.
Press <F2> to enter BIOS setup
Tip: If your computer is a new computer and you are unsure of what key to press when the computer is booting, try pressing and holding any key on the keyboard. This will cause a stuck key error, which may allow you to enter the BIOS setup.

two possibilities are given:
1. You can generate a masterpassword by using a tool (download from here: http://www.users.globalnet.co.uk/~skynet/zips/latitude.exe, run that tool and type in the service tag of your laptop; the service tag will be shown when starting the laptop); after you've did the reset the masterpassword will be invalid (because another service tag will be generated automatically!).
2. the easier way: call DELL-support for further assistance on resetting the BIOS-password (before you will have to prove that this laptop is your property)

You don't need to access bios to change boot drive just hit escape key a couple of times when you power on and it will give you options for which drive to boot from.
