Question about Dell Inspiron 2200 Notebook

Computer will not turn on even though it is plugged into the outlet. Why? How can I fix this problem?

Are there any symptoms other than failure to turn on? Do you hear the computer 'trying' to do anything when you hit the power button?
If it simply does not turn on, and you've checked to ensure the outlet is still good to go, then it could only be one of two things that i can think of off-hand:
1. Power Supply is dead. If you have another desktop computer that you can borrow from, yank the power supply out of it, cross your fingers that they have the same plug, hook it up and try to turn on again. If it still fails to turn on then the good news is your power supply is most likely good, but your...
2. Connection between the power button and the motherboard is faulty/broken/loose/etc. In the front of your PC, usually paired with a USB slot or two, and mic/headphone jack, is a power button connected to a small board connected by a thin wire to the motherboard. This is like a remote-control for power button and such. If the wires come disconnected or loose, the power button simply won't say 'turn on' and you'll experience this problem.
Fortunately, a new power supply runs about $60 and a fixing a loose wire costs about 5 minutes. So this is not catastrophic. There are other things that could cause this such as catastrophic motherboard damage (like half of it missing, perhaps) but if something happened to the computer to cause something like that, you probably wouldn't be posting here as it wouldn't be such a mystery :P

If the Vizio light does not light up you need a power control board. If you are able to do basic soldering I would check the primary fuse, if that is ok, take a look at the Row of Caps along the aluminum heat sink. I have found the 35V 470's on the 12V side to have failed. Now My TV turns on, however thats as far as it gets, It seems like the main board is failed.

Well if it is always plugged to the wall then the laptop's power jack is the common problem there. You can have a Computer Technician check it and diagnose it for you. Be careful how much you pay, if that is the problem (i'm pretty sure it has to be) you can shop for the part online (ebay is a good place to find them for around ten bucks) and hand it to the computer guy. Otherwise you may be charged a fortune to get it fixed. Next time, use a power surge between the power adapter and the wall's power outlet.
Here's is a brief explanation of what happens with the power jack. Inside of it there are two or three pieces of metal that look like thick wires and what they do is transfer the current to the laptop. Eventually they wear out and break (common cause is having your laptop plugged to the wall continously exposing it to all sorts of power surges). Hope it helps, good luck.

Tv will not turn on

Check to see if there is a problem with the internal fuse. Your user manual should have a troubleshooting section that will address your particular symptoms.
You should also plug a different appliance into the outlet where your TV is plugged in to make sure there isn't anything wrong with the outlet.
Though this probably isn't the case, I have sometimes seen outlets that are controlled by a wall switch, and sometimes, the wall switch is accidentally turned off.

Try another outlet in your home. Or if it is plugged into a surge protector remove it for the surge and plug it directly into another outlet

Will not start again.

If the cord sparked, then it is bad and needs replaement. If it sparked at the plug end, then replace the plug.
