The + goes or you local international access code, which might change from country to countru. Let's say the international access code of your country is 00
You need to call to an international number

means you should call
00 56 212 7996324

The only way to get the unbarring code for calls to be allowed from and to the phone is to call the original operator that supplied the phone in the first place if have have brought the phone second hand chances are that they have reported it either lost/stolen and you will not be able to lift the call barring the only other alternative is to find out what operator barred the phone and sell the phone for abroad/overseas calls only as the phone will be blacklisted in the uk but will work in some overseas contries hope this helps

You can only make international calls when you have subscribed to it. please contact the helpline of your service provider for it.

Be certain that you use the code for international calling, that your FAX line can support international calls / faxes and that you have selected Overseas Mode.

International calling is not free. The Skype(tm) credit is how you purchase calling time for interational calls.

I don't know what you mean about a "+" sign. There is no sign necessary. For example: You can't do it on a regular telephone call either.

Just dial 0011 then the country code. The + is just a quick way of dialing 0011.
