Question about Crosley CE35100AA Electric Kitchen Range
The power outages concerns me as it could cause an issue with the control board. However, before I would consider replacing the board, you should check the door latch switch to make certain it is showing a closed latch condition. If the switch is bad, the control board will not allow the oven or broiler to ignite.
I have attached the wiring diagram for range, you can use an ohm meter to check the switch and determine if the switch is bad.
