I can not remember the card I used for my PayPal account!

Contact PayPal. The 402 number is a phone number for PayPal. The charge is for something paid by PayPal. Remember way back when, when you signed up for Paypal, and you had to provide a bank account or credit card as a backup billing method? That's what that charge could be. Maybe it is Paypal using your backup billing method to cover the shortfall because you don't have enough in your Paypal account or bank account. If the charge is fraudulent, dispute immediately with both PayPal and your bank issuing the credit card.

What item did you buy online at that date, and then use your PayPal ID to pay for the item? Since you did not have enough "credit-balance" on your PayPal account, PayPal charged your credit-card for the difference, e.g., $200 item, with $5 available on your PayPal account, means that $195 will be charged to your credit-card.

Try to open a new account. Failing that, say you have forgotten your password.

You say it's been quite a while since you used the account, do you have your old credit card details written down anywhere or stored on any other sites?
Or is your bank account number stored on Paypal..? You could also use the bank account to recover a password...
The only other option is registering your new credit card with a new account..

Unfortunately Paypal only allow you to use your credit card on one account only.

If you cannot remember the email and password for your original account then there is another way to try and recover these details.

If you go to https://www.paypal.com/cgi-bin/webscr?cmd=_email-recovery you will be able to enter your details such as name, telephone, and then you have an option to say that you had a credit card registered with it. Underneath this you can input the last 4 digits of your credit card. Enter the verification code it shows on the page and you should then be presented with the information you need for your original account.

You can use PayPal as a way to receive money without a credit card or debit card. Although if you have a bank account you want the money transferred to, you will need to have some way to transfer the funds through paypal using your account.
If you want to send money, you need your bank account/debit card/credit card linked to paypal.

Open a new account and call paypal to close the old one
before closing the old one you won't be able to use the credit card

It sounds like you may have more than one PAYPAL account. You may have opened another PAYPAL account with a different email adderess, or possibly someone else has set up an accoun t with your credit card details. Try logging in to PAYPAL with any other email addresses you have.

If you do not remember the email address registered on your account, PayPal will need to verify your identity by asking you a few questions. For security reasons, all the information you provide must match your PayPal account in order for us to reveal your email address.

2. Click the ‘email’ link under the ‘Log In’ button

I no longer have access to the email address registered to my PayPal account

Even if you no longer have access to the email address, you must still enter this address to log in to your PayPal account as this is how the PayPal system recognises you. After you log in, you can change the email address then use the new one when you next log in to your account.
If you definitely only have one PAYPAL account, I suggest you go the the PAYPAL Help section and report the problem.

You will also need to give your credit card or debit card No. while creating PayPal account.
