Unfortunately, it not a board problem. The LEDs in the TV are bad. These are nearly impossible for repair. As a servicer for television I have repaired many of these. As they were are under warranty, replacement panel is needed for this repair. To purchase a pane,l is not cost effective. What is the panel ? In the old TV, you know what a picture tube is. The screen itself cannot be repaired - only replaced. Since it is the most expensive component in the entire unit, it is probably not cost effective to pay the cost of repairing it. Between the price of the part itself and the labor to replace it, you can probably find another unit somewhere on sale for less.

If set cost 1,000 new Panel will cost (just the part) 1500.

No repair can be done, only replace, but it would cost more than the tv's worth, Not good news for you!

You can indeed, although they are outrageously expensive. The BEST way, is to get a screen, from a Junked unit, that has had some other problem other than the screen. I often do this in my shop, to effect repair that otherwise would be cost prohibitive.
Why do you think you need a new screen, is it physically damaged? I ask this as screens are relatively "Hardy" and it is usually the electronics that fails and not the Plasma screen
