You don't lever belts at all as it breaks the bindings in the belt
the nut on the shaft that holds the pulley on has to be loosened and then the small bolt at the back of the tensioner mount will move the pulley shaft up or down to adjust the belt tension
so move the pulley shaft to the point where the belt just slips into the pulley groove and then tighten the bolt up until tension is on the belt
tighten up the nut holding the pulley on
If you have the spacer s in the right position then that nut will tighten up securely and retain the tension on the belt

first of all you don't have to loosen the pulley,this will no solve the problem,well you already loosen the adjuster,good,bot thing you have not done i will tell you now,on the power steering pump where the belt pass there is also a bolt that hold it ,you must loosen that also,then after you will see the pump moving on the two position that means you will see the belt loosen on 1 position an d the position it will tight the belt,try that man.............

After adjustment is satisfactory, tighten the idler pulley bolt, and then tighten the adjustment bolt.
Reconnect the negative battery cable.
When replacing more than 1 belt, it is a good idea to make note or mark what belt goes around what pulley; this will make installation easier if you mix up the belts.

I didn't mean lever the belt itself I was referring to levering the tensioner so that the belt will fit. I see no bolt on back

there are at least 2 types of adjustment for idler pulleys
most engines use a small but long bolt in the mounting at the back that screws into the end of the pulley shaft
it can be well hidden so that you need sockets with extensions to get to it
loosen of the pulley retainer nut and that loosens of the shaft so that it can be moved
the other type is what is used on ford vehicles
it is like a cog in a toothed guide
for this one loosen of the bigger nut that holds the pulley on ---there is either another smaller nut or hex key hole in the end of the pulley shaft
turn the shaft with that hex or head and the shaft travels along the toothed section of the mount
some engines ( GM v 6 ) use a spring loaded idler pulley to tension the belt
that will have a 1/2" square hole near the pulley
you use a 1/2" drive long bar with the drive placed in that hole and lift against the spring tension
