That is the AI meter coupling ring. If it is sticking, it needs to be
serviced. It should track the aperture control smoothly and evenly so
the meter is informed of the set aperture.

I had this problem with an FE2. That ring is your metering ring. If that
ring is sticking, YES your exposures would be affected.
A service by your friendly camera repairperson is needed.

Your description of the AI ring and the pin (tab) is correct. What alarmed
me is that you mentioned that the ring is not in contact with the lens. In
Nikon FE, the tab can be flipped up so that you can mount non AI lenses on
the camera. If you mount an AI lens on the FE with the tab in the up position,
the ring will not be in contact with the lens. The little button on the ring
locks and releases the tab.
