Make sure it is fully charged. Hold power button down for about 10 seconds and wait if nothing comes up press power again for half a second. Still nothing? Then put it on charge, it should show that it is charging with a light of a picture on the screen. If there is no sign of charging, wait about 3 hours leave the charger connected and press the power button again for about a second and wait for it to turn on or for the picture to show it is charging appears on the screen, (make sure the charger is on and connected) . Press the power button again for another 5 seconds and wait. sometimes it takes a little while to turn on, especially if the battery is very flat. Other things to try are check the charger on another device e.g. another table or a phone if you can and try another charger on the tablet if they are compatible, (usually the same plug is o.k, check the voltage is the same. most chargers are USB 5v). It may need a more powerful charger than most small phones,. you can try plugging the USB cable into a car charger or USB 3.0 port on a computer. 2 amps is common for most tablets. Apple may be different, hard to be exact without knowing brand etc.
If all else fails see the retailer
Once in a similar situation I got my Asus going again by pressing and holding down the "On" (power) button for a long time (say 45-60 seconds), releasing it, waiting a couple of seconds, then pressing the On button again normally, for a second or so. Although you may be sure it's charged, it's not a bad idea to have it hooked up to a power supply through its USB cable when you try this, just in case the battery has somehow been discharging. USB Connections
All tablets connect to your computer using a USB cable.
Once connected, the device should charge as long as the
computer recognizes it.
Look for manufacturer-specific software to launch once you
plug your tablet into your computer; if this software fails to launch, it's
likely that your computer hasn't detected the device and won't charge it.
Try a second USB cable, if available, or plug the USB cable
into a different port.
If the device doesn't charge in either port, replace the USB
cable.
AC Adapters
Some tablets are sold with an accompanying AC power
adapter, though these accessories are often optional.
Try plugging your tablet into its AC power connector in the
event that its USB cable isn't functioning.
Also check different wall outlets in case the outlet you are
plugging your tablet into is defective.
If the device fails
to charge in different outlets, the AC adapter may be faulty.
Reboot
Like any device with an operating system a computer, a mobile
phone or an MP3 player tablet computers can freeze from time to time.
When a computer freezes, you can reboot or restart it to get
the operating system working properly again.
This is true of tablets too, but rebooting these systems can
be a little tricky.
Check the manufacturer's website for specific instructions
to restart your system.
Putting the tablet to sleep and waking it up doesn't clear
its memory look instead for the buttons
for a "reset," which are different for every brand.
This may clear up any recent malfunctions, like freezing
apps or charging issues.
Restore
Just like a computer, tablets sometimes need to be restored
to their original state to overcome technical issues like charging problems.
Again, the process of restoring your tablet to its factory
default differs from model to model and from brand to brand.
Check the manual or the manufacturer's website for specific
instructions, but as a general rule: plug the tablet into your computer using
the provided USB cable. Wait for the appropriate software to load and then look
for a "Restore" option.
Follow the onscreen prompts to restore the device.
Because if you charge the battery too often you might be getting something which is called a "fat battery" which if what happens as well if you charge a cell phone too often, it could also be that the cable that plugs into your computer to charge it could be dusty inside...
