Handle retaining nut either came loose or broke off. Check the flapper valve, if its not completely closed water will keep running out, and fill valve will stay open trying to fill the tank.
check for a clog in the toilet valve supply as the washer can deteriate or the old piping in the house can clog if they are old and made of galvanize pipe or the fill valve is clogged. replace valve and or fill valve in the tank
keep going...i mean disconnect the supply line from the fill valve, hold the line into a bowl/bucket and slowly turn the water on. is there pressure? sorry for delayed response if you text me back i will try to answer expeditiously:)
try replacing the flapper or adjust the valve so the water does not fill over the tube. also the chain may be too tight on the flapper and keeping it from sealing
You gonna have to replace the whole fill valve mechanism. Go to the hardware store and get the Korky brand, because they work like a champ and they are super quiet. Don't buy Fluid Master because they clog easily and are junk. Learned that the hard way after having to 3/4 of them on a 42 unit apartment complex.
The fill valve isn't adjusted correctly. Does it have a ballcock or a newer fill valve? If it's the ballcock, there's a screw in the middle of the fill valve that you can loosen to lower the ballcock. If it's newer, you'll see a float that surrounds the fill valve. It has a small metal clip toward the bottom that you need to pinch to raise or lower the float. It also has a large plastic screw with a phillips head at the top for fine tuning.
the fill valve shut off level setting is too high. water in the tank is overflowing in the overflow tube. adjust fill valve to shut off at lower tank level
