You may have the tv hooked up to a cable or satelite box that has it's own built in aspect ratio that is set on stretch or zoom.

Cannot get the screen to fit properly. both bottom and top of pic are cut off

You should be able to recalibrate the screen from the display menu.if not then you nmay be able to adjust the aspect ratio from within the menu settings or remote control.it sounds as if it has selected zoom instead of widescreen 16:9 or normal.

Picture is cut off on both top and bottom. adjusting aspect ratio doesn't fix the problem

Sounds like a power supply problem. You could just change the board , that the easiest way. If you have some knowledge of components you could look at the capacitors on the Power Supply board and if you find some leaking (brown liquid), or bulging I would change those out.

My picture on the LG 37LC7d is too big for the screen the top and bottom are cut off how can I fix this

You need to adjust the aspect ratio, look for button on remote called 'ASPECT', 'ZOOM', or 'SIZE'.
You can download your TV user manul here, it will explain how to set aspect ratio.

Picture outside of screen limits

I have Time Warner Cable and just FIXED this problem. On the cable box remote, there is a button with the word "Aspect" on it. On my particular remote, this is the "#" button (pound symbol) and by pressing that button, it gives you options of "Zoom 1", "Zoom 2", "Stretch" and "Normal". By setting it to "Normal", it completely solved the problem. Oh and by the way, my t.v. is the LG 47" flat screen LCD. Hope this helps the other frustrated folks out there.

Try changing the aspect ratio on the remote, if this doesnt fix it then you may need to do a service adjustment. let me know what you find?

Try setting the set to 4.3 expanded on the aspect ratio. If that don't work try the other aspect ratio settings. That should make the picture fit the screen.

Cant see all of screen

You should have a button or setting on the remote that says "picture size" or "aspect". One of those is set too "zoom" mode which will cut off the bottom and top of the frames. You want it to be in 16:9,Normal or Full mode (or whatever your set call it) to get the correct aspect. Or if you have a HD satellite rcvr. you might of placed it in the zoom mode as well.
