Basket sits inside and food goes on basket. Use some greaseproof paper under food if it is sticky, then fill water up to just below the steamer basket but not touching it.

Good afternoon to you!
If I remember correctly, from my rice cooker days, then the measurements are inside the bowl.
Mine was hard to see but I saw them . The measurement was in cups.

Bamboo steamers are
baskets that have interlocking trays with perforated holes. The bamboo steamer
is put on top of a pot of boiling water and the steam goes through the holes in
the steamer and cooks the vegetables in a very subtle and healthy way.
For white rice, put 2 cups water in the bottom and 2 cups water in the rice dish along with 2 cups rice (also in the rice dish!). Plug it in and when the light goes out, it's ready. Also, one thing to remember is to clean the little well after each use with a bit of vinegar so it doesn't build up hard water deposits (unless you're lucky enough not to have hard water!) It makes a BIG difference in the rice steamer's operation. BTW: each mark on the side of the steamer's base is about 1 cup which equals about 20 minutes of steam time. Hope that helps. -Donna
Hi
There`s probably an leakage from the steamblock, and the water flows over the contacts. This will short circuit the machine. Contact your dealer or nearest servicepartner and they will fix it with a new water connector.
I know the exact model you are talking about! I have one myself....Basically it is always two parts water to one part rice using the same measuring cup to measure both! So if you decided to use it for 6 cups total it would be 4 cups of water and 2 cups rice.....As for veges, You would fill the bottom of the inside pot just enough to where it doesnt touch the other pot that goes inside with holes to hold the veges and you can add a little salt, But then you close the lid and press the cook button and when it finishes it makes a quick and easy dinner side!
