Have LG Tech. Supp. walk u threw it, or while booting up press and hold power button and volume button simultaneously, you will come to a list of options, highlight factory reset and follow instructions. If this is a stolen or you found this phone, you might want to return it. Even after factory reset you will need, email, full name etc. when reregistering it...hope this helps...
a factory reset will delete
all of your user data, which includes pictures, videos, and music saved to your internal memory.
Hopefully it is backed up before your phone locked up
as you will lose it !

ENG mode menu will appear
Go down to factory reset and select { Wait a few minutes for it to reset }
This will reset phone back to before it was locked to a network
The phone will automatically restart
Now its unlocked ;)
You can try to do a factory reset by pressing 2945#*# on your phone then going to factory reset but be advised that you will lose everything on your phone!
