Check your batteries. Transmitting (Tx) takes more power than Receiving (Rx). Also, check to see if you have the Qt filter turned on, if so, turn it and all other special features off (zero) and try using the radios in a very basic mode. If you cannot Tx or Rx with good batteries, and all special features turned off, you have a problem with one of the radios.

1) You did not mention the Qt filter. You might check to see if you have the Qt filter set the same on both radios. This is an additional layer of privacy featured on this radio.
2) Verify you have good working batteries. A bad battery or uncharged battery can cause a no transmit situation.
3) If these do not work, reset your radio back to a basic operation by shutting of the code, Qt filter, call tone, weather alert, Vox/iVox, roger beep, etc. At this point your radio would be operating just on a simple frequency. See if you can communicate with all these special features turned off. If so, slowly add back in the features you desire.
4) If your radios still fails to work and is less than one year old, call the 800 number on the pamphlet, have your serial numbers and radios handy. Your radio if not physically or water damaged is possibly still under warranty.
Most of the time when a set of radios has your problem description, it is the Qt filter, or possible improper use of a special feature such as call tones or iVox. These would be the first things to check.

1st turn up the volume on the device, and check that if it has a headphone connector that noting is inside of it. If its a brand new set take it back to your dealer, if it worked previously, try setting the problem unit into scan mode and transmit with the other see if it picks up anything.
You can also try setting the problem unit to monitor mode on channel 1, you should hear constant hissing and any voice that you send from the other unit.
if noting is still heard, then either the headphone jack is broken and its not passing the sound into the speaker / the speaker is faulty / the unit is faulty.

Try to clean the contact point of the antenna of both the transceiver. There might be a foreign object which clog the signal to be fed...if the problem still exist. The possible reason is one of the transceiver has a defective amplifier circuit...
