Supposedly Elgin was not in business that long so it could be hard to date the machine based on the serial number. The Free Sewing Co which was actually in Rockford Illinois may have bought out Elgin (they were in Elgin Illinois about 50 miles from Rockford). Both were to the northwest of Chicago.
Those manuals do not appear to be on line anywhere ... but in 2015 a related Fixya answer might help you.
