You can easily test this by removing the battery from the laptop, plugging it to the wall & see if it will work on or not. If it works, then the problem lies within the battery. If it did not work, the problem might be in the adapter or the laptop itself. Try using another adapter which is known to be working fine & see if the laptop will work. Beware that the adapter must be of the same type used by your laptop.
You can also try your adapter on another laptop of the same type to see if it will work.

Symptoms of a broken power jack
1. If you wiggle the power cord or the AC Adapter connector on the back of the laptop, the power LED and battery charge LED start to flicker.
2. Battery will not charge in the laptop.
