The best way to check the mower is to follow the fuel system first, and then the air system.
I know you've checked some of this, but its easier to go step by step from the beginning anyway:
Fuel System Check:
Fuel Level, age of fuel, quality of fuel. Drain the lines to check for plugs in the lines. If your mower is equipped with a fuel filter, check the filter for clogs (Usually inline on the fuel line)
Check the priming pump and the fuel pump/suction hose. A lot of push mowers run on suction, and a small leak can be to blame, look for wet areas along the hose to trace for leaks.
Air System: Check the air filter for clogs and clean it out while you've got it out (always helps extend the life of the mower), check the air lines for clogs and debris. Check the carburetor, make sure the throttle cable is working and all parts are functioning.
If I had to make an educated guess as to the source of the problem, I would lean towards the air/fuel mixture. It sounds like the mix is too rich. A telltale sign of this would be a significant amount of smoke on start up. Try playing with the choke (if equipped) or carburetor to lean out the mixture a bit (Adding more air and less fuel) and give that a go. If it starts, I would doubt it would be the coil or part of the electrical system.
