Lost the manual and dont know how to program the device to my tv

Well, even though you didnt specify "The Device" as well as your type of "TV" that you are talking about, but I would still give you a very nice solution.
Try and get the name and the serial number of the device you are talking about, or even if its your TV, then go online and try to google it specifically stating it like this :
"Download User's Manual For #### Device (and the Serial/Model number)" ...
Trust me you will have a great chance of getting it, and better still, most manuals are always in Kilobytes, so it wont take you a long time to download it.

Locked t.v. (sva c86b model) cant open without remote is lost


You did not remark which make and model TV you are referring to, but most universal remotes can control most multiple devices: TV, VCR, DVD, Stereo, Satellite Box, etc. I would suggest getting one of these as buying an original remote would most likely be a lot more expensive. These remotes include instructions and program codes to enter for programming all your devices.

I had trouble with the ethompson link

Turn on device.
Press and hold the button for device you want to program ( TV etc),
press the on/off button and hold until the LED turns on, and then release both buttons.
Then, point the remote at the device, press and release PLAY and wait 5 seconds or until the LED stops flashing. If the device does not turn off, then continue to press play and wait the required interval (for a maximum of 20 times) until the device turns off.
When the device turns off, stop pressing play.
Press REVERSE, wait two seconds and continue doing this until the device turns back on.
To finish programming, press and hold STOP until the LED turns off.

This is the user's manual for a Phillips remote control. There is a list of codes in it. They should be rather universal. There's also instructions as to how to program it. I believe that there is a way to program it without using the codes.

Programming with Code Search

1. Manually turn on the device (TV, VCR, etc.) to be controlled.

2. Press and hold Code Search button until the red indicator stays on. Release the Code Search button.

3. Press and release the desired mode button (TV, VCR, etc.). The red indicator blink, then stays lit.

4. Press the Channel Up button repeatedly (up to 300 times) until the device could be controlled changes channel. The red indicator blinks, then stays lit. If you accidentally overshoot the code required, press the Channel Down button to backtrack through the library until the device changes channel. Pressing Channel Up changes direction to forward again. Press and release the Mute button to install the code.
