Philips TV freezes or turns on/off continuously

My Philips TV Model - 46pfl7705dv/f7, the picture freezes or it turns on/off continuously. The same issue had happened a couple of years ago and a technician said he replaced the main board. What else could be this time? Need help from experts

Please check on mains chord and plug or even better the plug itself by connecting another lamp to see it flickers meaning something wrong with the AC line in.
1.either replace mains power chord
2. also see solder connections inside TV that is if you know something about mains take care to switch of mains and disconnecting main chord
