Hello,

Some Paypal payments are "Pending". Go to your Paypal page and look at "Payments Received" then click on "Details" where you see that specific transaction and it will tell you when you can expect that payment; usually 3-5 business days.

You have a paypal account.. Did you setup or link a bank account with ebay? If no then you need to ask ebay customer support.

According to the Paypal process when you file a claim for an item that is significantly not as described, you must return the item at your cost in order for Paypal to issue a refund for the amount you paid, not the return shipping costs. You have 10 days to provide Paypal with a tracking number. Paypal doesn't allow you to post a reply. You send the item back or in 10 days the claim is closed.
Buyers are being forced to pay to received goods the seller didn't described accurately, and in some cases, honestly.
I think that is wrong.
When you can prove that an item is significantly not as described, then Paypal should refund your entire costs of the item including shipping both ways. Sellers can take advantage of Paypal's forcing buyers to pay for return shipping.
If a buyer doesn't like something or changes their mind, and wants to return it, then the return shipping should be paid by the buyer.

Steps to take if you don't receive an item or it's significantly not as described

If you've paid for an item but not received it, or the item doesn't match the seller's description, you can follow these steps.
Be aware of the timing for opening and closing cases. (If you paid by credit card, be aware of your card company's policies too.)
  • You can open a case in the Resolution Centre 10-45 days after the sale (for payment outside of PayPal)
  • The seller has up to 10 days to respond to your case.
  • If you haven't closed it within 90 days after the end of the transaction, your case closes automatically.


1. Talk to the seller

Most problems can be solved by direct communication between buyers and sellers. Communicate with your trading partner to try to resolve the problem. If you attempt to contact the seller by email but don't receive a response, you can request the seller's contact information and call them. If you can't resolve the problem, use the steps described here.


2. Open a case to work it out in our Resolution Centre

If you can't work things out directly with the seller, you can open a case in eBay's Resolution Centre. The Resolution Centre creates a dialogue between you and the seller and tracks your case for you.



Important: If you paid with PayPal, you'll be taken to the PayPal Resolution Centre to open your case. This is the first step in filing a dispute for protection under PayPal's Buyer Protection. You can open a case in the PayPal Resolution Centre up to 45 days after your PayPal transaction date.

The resolution process for PayPal disputes is different from the process for non-PayPal cases, which is described in the rest of this article. For full details, see the PayPal Buyer Protection Policy.



To open a case (10 to 45 days from when you bought your item):
  1. Go to the Resolution Centre.
  2. Select your problem and click Continue. You may need to sign in to your account.
  3. Enter your item number, or click Find Item to choose from your list of recent purchases.
  4. Click Continue.
  5. Under Tell us how you paid for this item, select the payment method you used.
    • If you select PayPal, you'll be redirected to the PayPal Resolution Centre. (You'll still be able to view your PayPal case from the eBay Resolution Centre.)
    • If you select another method, describe the method and clickContinue.
  6. Review your case details and then click Open Case.

PayPal charges a low rate to Premier and Business accounts to receive payments. Personal accounts can receive payments for free, but they may not receive credit card payments."

I purchased a kitchenaid on ebay the seller hasn't sent it ,i am not the only one he has ripped off ..why wasnt this guy stopped i am a pensioner and need my money back ebay or paypal will not...


You have to open a case against the seller and follow the procedure they send you.  Go to this link:

Hi i just sold an item and the money from the item was posted into my account however the money from the shipping and handling was not?


Hi there!
Once your item is sold, the system will generate a fee for that which is called the final value fee. It is a percentage eBay took for successful completed listings but it will be taken away in your bank or credit card at the end or mid of the month depending on your billing cycle. (please check your invoice in the Account tab, right side invoices)
But if the shipping cost is not included in the invoice sent to the buyer, check your listing and make sure that you didn't choose free shipping. If your shipping calculator is set but the buyer paid no shipping cost, you can then ask the buyer to pay for it. You can send the buyer a manual paypal invoice.
Here's how you can create a manual invoice using your PayPal account:


1. Log in to your PayPal account.
2. Click Request Money.
3. Click Create a Money Request or Create an Invoice.
4. Enter the required information.
5. Click Continue.
6. Review the information and click Request Money to send a money request or Send Invoice to send an invoice.

You can also ask several people at the same time. Just enter their email addresses, separated by commas.

I forgot to add shipping fee to invoice. Payment has been received. How do I send another invoice for the shipping fees?

Unfortunately, you can't send another invoice through eBay but you can send another one through PayPal but you will need to have the buyer's phone number so contact the buyer first. And here's how you can send a manual paypal invoice:

Have $141 in monies received and Paypal saying I only have $19 op


Ah yeah, if it's ebay related, Paypal now holds the sellers money from the buyer til the buyer either gives good feedback or something like almost 30 days passes with out problem. If the good feedback comes fast, you get your money. OR prove you shipped the item; usually with a tracking number that you'll put into ebay or paypal to prove it. They had that policy for a while now. I hate it personally.

I ordered an item on e-bay paid through paypal Feb 9th item #270525332286 from a chic.gallery@yahoo.ca and I have not recieved this item as of yet and the e-mail address for chic.gallery says it is not...


This seller is from Hong Kong.

I have also had problums with items from Hong Kong
To include the seller has 40 neg comments, This is a huge clue to stay away.

RECOMENDATION:
Go back in to Ebay and report this transaction as not received. the seller will need to take action. Ebay has buyer protection but it will take about 15 days before any action will be taken. Good news the odds are on your side to get your money back.

Nothing. You agreed to allow PayPal to arbitrate in such matters.
If you fully documented the items, make sure the items are actually the ones you sold and not switched. Fedral law may apply if the buyer/thief is in a different state.
