Question about Dell Dimension 5150 (DIM515MIN) PC Desktop
Don't know how old your machine is but the most common cause is a bad power supply. Some have had success by removing the CMOS battery and after replacing it have gotten their machine to boot up but in almost every case, the problem returned and the culprit was the power supply. Depending on what you're willing to spend they run from $35 and up. Best of luck and pleae post back with any other questions.
