Most have 4 dip switches in the receiver & transmitter. Just match them up. The dip switches in the transmitter are in the compartment where the battery is.

With mine, I turn off the full power and back on and it starts beeping and and press any button on the remote and it finds it and does a couple confirmation beeps.

Two ceiling fans, both remotes control the same fan

Most likely the dip switches on the remote receivers don't match (on the second fan, the one that doesn't work). While the remote dip swithes on both remotes match the working fan. You can simply reset the dip switches on the second fan receiver to match the one working remote, i.e. you don't need to have a second remote, one can work both fans as long as the codes (dip switches match). If you want you can make all the remotes the same, that way you have two remotes, or if you want them independent each remote and remote receiver must have unique codes (dip switch settings).

How to wire a remote control ceiling fan, without using remote.

If you don't want the to use the remote you don't have to, but you don't have enough wires to switch the upper light, the lower light, and the fan. You can, however, switch the upper and lower lights together if that's okay. In order to do that you'd connect the white from the ceiling box to the white (neutral) on the fan, then the green from the ceiling box to any green(ground) wires on the fan, then the black from the ceiling box to the black(motor) from the fan, then the red from the ceiling box to the blue and orange (lights) from the fan. I'm assuming that the black and red in the ceiling box are also in the switch box where the fan/light control switch is going. Those are the ones you'll connect to the controller.

Ceiling fan stopped working after power spike blew the breaker. I reset the breaker and all else in the room came on but not fan. Does it have an internal reset?

If you own a Hunter Original, there is no reset button, but MANY people that have a remote control added (includng me) have , once power has been restored, found that the chain was pulled by someone and it got into the off position, rather than the slow, medium or high setting. With the circuit hot, pull the chain one more time and try to turn on your fan with the remote again.
