Don't think this is related. the heating element is under to glass cooktop. water cannot get to it.

    Broken glass top inset ''burner ring''

    If you are referring to the bakelight material, this is an insulating compound and the burner still may work. I would not use this long term in this manner however. This material insulates as well as helping maintain an even heat transfer of the burner. Long term use, may cause damage to the cooktop. The burners are replaceable, but the prices vary depending on the size of the burner. The part numbers are as follows:

    6" radiant heat burner - WB30T10129
    8" radiant heat burner - WB30T10132
    9" radiant dual heat burner - WB30T10133

    New whirlpool range (smooth top) burners cycle on and off. Example.. turn on, 23 sec, off 28 sec, on 12 sec, on 11 sec off 30 sec, on 14 sec, etc. Impossible to cook properly

    i have been called out alot on this,,,,
    believe it or not thats 100% normal
    you are not cooking with those burners, you are actually cooking from the heat of the glass.
    your "burner" element will cycle as needed to keep the glass your pan is sitting on at the temp you set
    let it heat up, the glass will get hot quickly, GAS FAST as they say....
    dont worry about the cycling put your pan on top and begin to cook,, it will work

    Ge range model # js968 has power but cooktop & oven don't work

    Check for proper power (control panel is 120V, burners and heat element are 240V) You may have lost connection in one of hot wires causing the burners/elements not to work yet the control panel still will

    Cooktop burner will be dim and red automatically

    when you set a cook top burner to high then it should stay on until the "thermal" limit shuts it off. then the burner will stop glowing. if you dont put a burner on the top, the burner sensor will shut of on the thermal safety.
    it is normal but what you need to check is if you pans are flat on the bottom. a bow inwards or outwards will cause the thermal to shut the burner off. the pan needs to "draw" the heat out of the top and allow the burner to operate properly.
    most of the time the pans a warped causing the burner to cycle on the limit and then not heat as well as it could with a "flat pan"
