It would seem that addressing your problem to the company where you made your purchase would be the logical approach.
If you can do it by e-mail that is always good because you establish a "paper trail" documenting the problem.
I've found that it usually works out better if you start on a positive note like "Hi, I've not yet received my hoodie and wanted to confirm that it had been sent. My address etc etc."
