How can I reboot my tablet into safe mode without going to settings?

Reboot the tablet, if the tablet goes into safe mode again after the reboot you may have a computer virus or other software issue..

In safe mode, go to settings> apps, look around for any unfamiliar app. It's usually called Badoink or hidden as Adobe flash player. Click on the app and click uninstall. If it's not letting you use the uninstall option, go into security> device administrator and click on whichever to deactivate it then go back to your apps and it should allow you to uninstall it

reboot press f8 to start p in safe mode , once in safe mode you fix your problems !

Most likely it is dead. If you tried a real factory reset, then just look for another tablet. Toshiba is not going to help you as, from my experience, they do not care after they sell you the prodcut and it gets out of warranty.
