the red gun or the video driver ic went bad, nothing you can do alone, if the red gun went bad you will need to replace the crt wich is too expensive

That set is probably not ready for the dump yet. The buzzing sound could be the power supply going into shutdown because of a shorted secondary supply, usually a shorted horizontal output. A good tech should be able to fix that at a reasonable price.
