X-10 uses the home riing to transmit signals (codes) that tell the receiving box to perform a function (turn on/off, dim) they can also send video or audio data. What would you want to control? I would not use X-10 to control medical devices.

X10 mini controler will not turn off pool light

the unit is probably transmitting but the receiver on the lights is not getting an acceptable signal.

try placing your controller on a line closer to your main electrical panel.

Unfortunately x-10 technology is very unreliable its convenient but its also a pain in the ****.

Do the basics make sure the controller is close to your panel, make sure its not plugged into the same circuit that your appliances, computer or electronics are plugged into as they generate RF interference.

Smarthome.com sells several X-10 boosters, if your home has a 2 phase power get one that plugs into a 220v outlet that will "bridge" THE TWO PHASES.
