The belt is broke. you can buy a new one for around 5-10 dollars at target or walmart, or loews or homedepot.take the screws of the bottom panel to expose belt. you will have to pull out the beater bar to replace the belt. just pull on it after the bottom plate is removed the beater bar just slides out. slide the new belt down the beater bar then pull the belt over the spinning pin. now stretch the beater back to its original position it should slide right in. replace the bottom plate and your back in business

SOURCE: brushes won't spin
open unit's bottem cover and look for the following: - Motor works - Belt which transfer motor's movment to the brushes, in place and not broken (most frequent phenomenon). - No mess on brushes axis which prevent their free movement. Good luck

We had same problem,Had to have bearings replaced at hoover store/service center. If you bought it within the last year it is under warranty and you wont be charged.

Double check for anything that might be holding it from spinning (shoe lace, string, hair, ribbon, etc)
If the brushes are free to move by hand, you most likely have either a broken belt or a belt that simply came off the motor. What you'll need to do in either case, is open up the vacuum cover. The screws are usually located at the bottom of the vacuum (where the brushes are) and remove all the visible screws you see.
Most of the time (being that I don't know what kind of vac you have, that is enough to remove the top cover off for you to inspect either the motor or the belt which attaches to the motor. I know on my hoover, the belt slips off very easily, so I always need to keep my screwdriver handy to perform this.
Hope this helps.
