Well I faced the same problem(but with increasing brightness) and it was just irritation to sit on the PC to do simple jobs like reading emails(although scroll helped a bit).
I think your '-' button of the screen is stuck up. Just try to release it with the help of two spoons(well if you do not find anything else). To do this just press the button from both the ends and try to bring the button out. Thats it!! And if its not repeat.

Check the resolution of the screen
right click mouse on desktop select properties
go through settings change screen resolution & try it
