Needle /hook timing is accomplished by adjusting the needle arm on the drive shaft at the head of the machine
There are pages on the net as to how it is done (all machines use the same principle )
However I would suggest that you have it checked at a sewing machine repair service shop
fortunately the timing seldom changes so there may be other problems that give you the impression of timing being out
missing stitches ( bobbin tension and bunching of thread under material (top thread tension) may give you the idea that the timing is out.

Needle thread timing

Bobbin is not moving, sounds like a broken gear, not a timing problem. Bring it in for service.

The machine wont sew - the needle will go down but wont come up again

I think your machine was stick. So you check the timing and change the correct size bobbin case.

The needle on our White model 2999 will not pick up bottom thread - the bobbin may not be spinning

Bobbins don't spin, the hook beneath is the moving force.

Check the timing of the needle to the hook. Here is a guide to generic principles of Timing

White 2999

It looks like you have no tension on the bottom thread. Make sure the bobbin thread is in the tension spring, and that there is no lint under the bobbin tension spring. You may just need to increase the bobbin tension, it is one of the two small screws on the tension spring itself (not the one on the end, the one in the middle).
Try an online repair tips site to see what this all means if you need to.

Good luck!
