Dyson dc07 will not lock into upright position
Firstly, dunno where Sparchitech gets his info about Dyson replacing vacuum cleaners rather than fixing them from but it's untrue lol - I don't think they have enough money to do that!
Your issue is actually quite simple to fix - you can call the Dyson helpline for assistance but all you need to do is take out the AI PIPE (the one above the right-hand side wheel when you stand behind the cleaner) then stick your index finger and middle finger into the square hole where the AI PIPE was, reach over with your thumb, press the black button in front of the square hole, take your fingers out and bring the handle back upright. You're done. Don't forget to put the AI PIPE back in otherwise you'll have no suction.

Latching mechanism is broken, jammed or missing. Something may be obstructing the vacuum from reaching the twist for the latch to grab, but if you can't see it readily then you need someone who can. Seek repair from a vacuum/appliance depot with access to Dyson replacement parts. If you find such is a rarity, take heart in knowing it's not the first time he's pulled this one on paying customers.
If possible, return it to the place of purchase for a new one. Dyson have instructed many of their large-scale vendors to replace warranty-issue machines with brand new ones rather than attempting to repair them. Just wait 'til the first time you need to replace [one of] the [two] belt[s] running the brush roller. You'll know exactly what I'm grinning about.

Occasionally, customers have problems locking their Dyson vacuum in the upright position. This is a minor problem common with the Dyson DC07 and DC14 series and can easily be fixed by the customer. This page will show how to fix this problem. Although we show a Dyson DC14 Animal on this page, these instructions will work on any Dyson vacuum in the DC07 and DC14 series.
During shipping, moving parts on a Dyson vacuum can shift in position. One of these parts is a swinging arm in the base of the unit. This arm holds a removable elbow pipe in the vacuum's air passage. This arm can move out of the way so that you can clear out a blockage in the air passage. When this arm is out of position, the vacuum will not lock in the upright position. Fig. 1 Shows the base of a Dyson DC14 Animal locked upright. The red arrow points to the swinging arm. Fig. 2 shows the vacuum with the swing arm out of position. Since the swing arm is lower than it should be, it doesn't line up with the tab on the main body indicated by the red arrow.
Lean the handle of your Dyson all the way back and locate the black button on the right side of the vacuum indicated by the red arrow in Fig. 3.. Press the button down and hold it to unlock the swing arm.
While holding down the black button, pull the swinging arm (Shaded red in Fig. 4) all the way up. Fig. 5 shows the swinging arm in the correct position. Release the black button to lock the swing arm back in place.
The vacuum can now lock in the upright position as shown in Fig. 6. Note how the tab on the swinging arm overlaps the tab on the main body..
