The micro buttons on the tv are causing the problem. Mine kept going up in the channels like you are holding the button down. I took the button board and clipped to prongs on the micro switch to the channel up button. It has three prongs on one side and two on the other that you clip.I use the remote all thetimeany way and it will not affect that. You need to figure out which one it is by watching the channel direction up or down. Careful of HIGH voltage in back of TV even unplugged.

Push the tv menu button on the front of the tv set.Go to Audio setup used the channel buttons UP and DOWN to pick ur choice.Can't do this manually.Try website like Remotes.com to buy an tv original remote.
That RCA TV has only an older analog tuner, so if you're still using it for off-the-air reception you'll need to be using it with a digital converter. I'm assuming you are, since you say there's a channel number 14-3 being shown. The only way you'll see such a number is if it's coming from a digital converter, which will be sending the signal to the TV on channel 3 or 4 (on the TV's internal tuner).
There are several possibilities. One is that the converter isn't changing channels when you use its remote control. This is often caused by weak batteries, so try a fresh set. If your model of converter has channel up/down buttons on it (some do, but many require the remote for everything), try changing the channel manually.
If the converter isn't changing channels, you should try rescanning. The channel memory may have gotten cleared or corrupted for some reason. Also be sure the antenna is properly connected. With digital broadcasting, no antenna means no picture, guaranteed.
If everything else seems to be correct and the converter isn't finding any channels, you'll need to replace it. Unless it's still covered by the manufacturer's warranty or you have a replacement plan from the seller, you will need to purchase a new converter. They weren't designed to be serviced.
You can usually purchase an RCA universal remote at a discout mall. Just be sure your new RCA remote has an input button! The older models made in 1993 and 1994 would require you press 00. Not so on the newer ones. Good Luck and thanks for asking!

You need a remote a $7 GE universal will work good.

I think your remote may be at fault. Liquid spill or sweat from the hand accumelates on the inside over some time and then becomes sticky. Some of the buttons may be permanently activated. Then other functions won't work. Have someone check it for you or if familiar yourself. Regards, JUS004
