Not sure if this is useful but double check that your charger connection to the Garmin is actually clean. I've had to clean the contacts for both my 405 and my 610 in order to make sure there was a solid electrical connection. Have you tried resetting it?
yes of course, you need a new battery. when you get this battery, also buy a universal charger. do not insert the battery into the phone until you charge it for 3 hours with the universal charger.
as much as i hate to be the bearer of bad news the verizon guy was probably right if the screen displays anything when you are trying to power and then goes out that is almost always the mainboard on the phone that has gone bad. unfortunatly it is about the only part of that phone that cannot be replaced.
check the connectivity of the charger using a multimeter. if there is anything wrong in it, you might have to open up and replace the wire in the charger. if the connectivity in the charger has no problem, then try replacing your batteries
