MS 171. What is the compression supposed to be?

I cannot give you a number but I can tell you how I check to see if there is enough compression. I remove the spark plug and place the plug and wire away from the plug hole so you don't get a shock. Then I put my thumb over the hole firmly and pull the start cord. You have enough compression if you can not hold the air from coming out of the cylinder.

Should be 192psi - 171 psi and they should be within at least 15psi of each other.

Is there something that could cause a Coil to keep going out on a 2002 Toyota Echo?

The compression is not the problem, it's possible that you just got a defective coil or there may be an intermittent problem with the #4 fuel injector, the P0171 will come back when there is a misfire once the misfire is fixed the P0171 will stay gone, a fuel injector seems logical since if it's sticking it will drive the system lean which is what the 171 code is for.

Oil pressure

At operating temp 171 - 181 F, with SAE 10w-30: idle @ 700 rpm 11 psi min, 1200 rpm 28 psi, 2000 rpm 43 psi, and 4000 rpm 57 psi.
