The brake for most saws, routers, etc, is a sprung pin that fits into a slot directly on the arbor. Most times, sawdust and debris gets it stuck. Sometimes, the pin gets worn and rounded and cannot find purchase to stop the blade/bit from turning. I have used spray contact cleaner to unclog the jam up. otherwise, you have to do a little disassembly to get to the pin to unstick/replace the brake assembly. use a scrap piece of wood between the teeth and guard as a wedge to stop the blade so that you can turn the arbor nut.

King Compound Mitre Saw Mod.# 8370 Sawblade always comes loose. Th Blade is installed properly. What can I do ?????

This is very dangerous... There are possibilities of incorrect installation due to IMPROPER parts. Some blades use a diamond cutout for the shaft. It is VERY important that the right size spindle versus blade is used. The washer under the retaining screw should have a relief on the back side such that the washer lets the shaft protrude a few thousandths through the blade. If the spindle is round without the diamond cutout, sudden stops can unwind the screw. I have hadd that problem on a radial arm saw. I would recommend that you get some thread sealant (removable type) such as Loctite and put a little on the threads FOLLOWING directions. Make sure it is the removable type grade of Loctite. Also tighten the screw properly either using the locking pin or jam a piece of wood in the teeth to hold from rotating while tightening.
