The brake for most saws, routers, etc, is a sprung pin that fits into a slot directly on the arbor. Most times, sawdust and debris gets it stuck. Sometimes, the pin gets worn and rounded and cannot find purchase to stop the blade/bit from turning. I have used spray contact cleaner to unclog the jam up. otherwise, you have to do a little disassembly to get to the pin to unstick/replace the brake assembly. use a scrap piece of wood between the teeth and guard as a wedge to stop the blade so that you can turn the arbor nut.

Go to Searspartsdirect.com and on the right side type in your model number and on the next page again on the right is an area for see manual, you might have to set up a free user account to download this manual 35 pages long but it is there.
