Do Ray:
I pull my machine up so the front tires are on a ramp. make sure the key is out of the ignition. Raise the deck to its top position (every little bit of room to work helps!) I think that the spindle nuts are 1 inch. lodge a two-by-four piece of wood between the tip of the blade that you are removing and the blade deck and remove the nut at the bottom of the blade (make sure you are turning your wrench in the correct direction!) It will take a two-grunt pull to loosen the nut. The blade should fall off when the nut is loosened. Make sure to not put the new blade on upside down! (Use the other two blades for reference). Repeat for the other two blades. Make sure that the blade retention nuts are Very Tight.
Thx for the Advice, I probably didn't word my Question Properly. The Belt and Pulleys and spindles turn Fine , How ever the Blades become as if the Bolt that holds them is loose after a couple hours mowing. At that time you can Manually turn the spindle and Hold the blade and it will freely turn on the Spindle as if the Blade Bolt Hole was Too big
Do Ray:
When you install the blades, make sure that the blades are fully seated (there should be a star shaped cutout in the blade where the spindle goes through the blade, and the same star shape embossing on the bottom of the spindle. Check the bottom of the spindle to see if the embossing on the bottom of the spindle is worn... if it is, then you need to replace the spindle(s). Another thing, the spindle nuts are self-locking, meaning that it should be harder to turn the nuts once they are on the spindle before they finally tighten. If you can turn the spindle nuts easily on the spindle, then they are worn out and you need to replace them.

SOURCE: replace blades on a john deere L120 mower deck
First make sure you have the tools, metric that is. The deck must be removed and turned over. To do this you must put the deck in the lowest position. Using a 15mm socket pull the belt tension spring pulley forward to detach from clutch. Next remove retaining pins located at the five deck brackets. This will allow the arms to slide off and the deck can be dragged out from under the mower. Turn deck over. Use a 18 inch 2x4 to block blades while removing the two 15mm bolts. The bolt heads will need to be cleaned so the socket can seat on bolt head. I use my torque wrench to get more leverage and i can use it to reset blade bolts to 64 ft lbs. While blades are of it is a god time to thoroughly clean underside of deck.
SOURCE: John Deere Lt 166 ride on mower
jd lt 166 has 5 different decks
3 of which have the same belt routing
1st the belt needs to be adjusted correctly to stop it from "slacking off"
then on most decks the belt is routed in between the 2 small idler pulleys and then to the engine pulley
so let me know the deck i.e. 36", 42 ", 46", 48"
different belt sizes also

3 things:
1. disengage the blades and allow them to come to a complete stop before reducing the engine RPM
OR
2. adjust the belt tension by loosening the bolt where the cable to engage the blades is attached to the maximum.
OR
3. replace the belt.

Park brake switch is the most likely culprit, any other would cause the tractor to not turn over in the crank position.
