I have an MTD 22'' self-propelled mower that is belt driven... the belt appears to be ok and in place but when I engage the propel blade, the front wheels don't pull as fast as they used to. I have to push much harder with the propel blade engage. What else should I be looking at?

Remove the drive wheels and check the gears inside, they could be worn and need renewing.
