Try putting it on another computer. Try changing out the usb cable. If you are in windows, you can:
Go to - Control Panel\Administrative Tools\computer management
Then go to the storage section, and click on disk management. Does the drive show up there? (It may not have a drive letter). If that is the case, it may not be setup correctly, or lost its fat table.. you can assign drive letters here as well as format as needed.

Wd drive PATA wdc-wd2000 jb - 00fua0 should be a 200 gb drive. said was running out of space and when checked found drive was only reporting it's size as 31.49gb. have tried everything I can think of to...

Check the hard drive for partitions, it could have several partitions, but only the first partition has been formatted.
Go to Control Panel - Administrative Tools - Computer Management - click on Disk Management and look at the Western Digital it could be Disk 1.
If you see unallocated partition, you can create and format this partition.
OR
You can delete the existing partition and create a single large partition and then format this partition.
NOTE - this process will delete the existing data on the hard drive.

My Western Digital Hard Disk is Getting Heated And Also Sometime Creating Noise.....But by far One Most Complicated Problem..My Hard Disk Is Not Detected By My System When Tried Several Times.. My Hard...

> is getting heated

Normal for any spinning device.

> sometime creating noise

Normal when the R/W mechanism moves (like the arm on a DJ's turntable) to read from "random" locations on the disk-drive. In general, "defragmenting" a disk-drive tends to reduce the noise, because the R/W mechanism moves less distance.

> not detected ... when tried several times ... 20 GB

Any 20 GB disk-drive is "out-of-warranty" -- like a bald car-tire, it should have been replaced before it totally "blew".

Does it actually get detected, after a few attempts? If so, then "backup" your files (write to CD/DVD recordable media, or write to USB memory-stick) before it totally "dies". Then, buy a new disk-drive, install Windows onto it, and then reconnect the "old" disk-drive as a "slave" disk-drive.
Copy all your files from the "old" disk to the "new" disk.

Running DIAG504fcd.iso says no hard drive detected

It's possible the hard drive disks are not spinning, the power and data cables may need to be reseated. Otherwise, the drive is history.
