Its true that Red Hat has gone commercial however under GPL all the source code is readily available free from ftp.redhat.com
Architecture specific packages can be built from source RPMs. Yes it does require linux expertise.
If you are studying for RHCT/RHCE, CentOS 5.x would be the best choice as its coming from the same source tree. And its free with updates enabled.

However, you can get the latest bootable Linux Ubuntu 9.4 distro at On-Disk.com for $5.00, sent to you in the mail, it will work perfectly for what you need
