When I plug in my WD External Hard drive it does not work. There is no power to it. I replaced the USB cable with another one that I know works and ideas how to solve
External drives tend to use power supplies at 12V DC and 1 amp or just a little bit over. You could read the output of the power supply with a digital volt meter. If you have power and the enclosure still refuses to turn on, you could buy another enclosure, another power supply, or just a naked USB to IDE adapter and pull the drive out of the existing enclosure.
Chances are, the drive you get out of the housing will never be going back into that case.

plugged in a 15volt power cord into a 250 GB Western Digital External HD - My book. Now, light lights, but disk does not spin. I figured the power supply board got smoked. I have another WD book that I want to swap the drive into. I can't figure out how to open the case.
