Check your power connection on the side of the laptop.
Check the power supply and see if you are getting power to the noebook.
If you are getting power to the notebook, remove the battery and power up the unit. If the unit runs, try replaceing the battery while unit is running.
Generally the bios setting will be set to check the primary Hard disk for the Operating system and then move to the CD/DVD drive . It looks like your system is not finding the hard disk. Thats why its moving on the CD drive and trying to read it.
Possible issues :
1) Hard Drive crash
Solution : Nothing much. You need to replace the hard drive and reinstall the OS.
2) Hard Drive connection issue.
Solution : Open the chasi and try to figure out if the hard disc is properly connected.
3) Corrupted OS or boot file
Solution : Try to repair the OS use the OS cd and run the repair option.
4) Bios setting to treat CD drive as the primary media.
Solution : Use the F10 option in the Bios to change the primary Media.
You need to replace the inverter board.
