The flow packs are not opening properly. There may a restriction in the lines feeding the flow packs or the springs/ diaphrams may be bad. I suggest replacing both flow packs and making sure all lines feeding flow packs are free of oxidized iron and debris. RJ

I have same problem like you, but I have changed the DDW-813s to a new Lite-On DH-20A4P, it work perfectly, good as new.
but you have to make some changes to fix it to the place
