ok that is 14 inch only. simple. first if you have the original remote. then go to option and find the child unlock. if you din't have the original remote. buy the universal remote and encode the 3 digit of number @ universal. there's an instruction behind the universal remote and follow the instruction. encode brand by brand. and enjoy the encoding the numbers thank you..
If you find that your Apex TV is showing a blank screen with a red key on the bottom left then the Screen Lock otherwise known as Child Lock or Parental Control has been accidentally activated and your TV will not respond to commands from the remote control.
To resolve this and reactivate the TV simply press the (function or F) button and hold down the mute button on the remote at the same time for around 10 seconds. This will unlock the screen and allow you to view the channel as desired.
If your TV asks for a 4-digit code or password please enter 3308 or 6688 to unlock the screen or to reset any preset rating levels.
This extract is taken from an Apex Manual specific to the child lock function;
The Childlock function is designed to prevent chiIdren from watching TV. To activate: HoId down the F button and then press the MUTE button until the symboI “ ” appears on the screen. The TV will enter the Childlock mode. Except for the “ ” symbol the screen becomes blue or black . To unlock the TV hoId down the F button and then press the MUTE button again.
Please Note: The Childlock can be set or cancelIed only by the remote controI. After setting Childlock, secure the remote control in a safe place.

You may not be able to remove the child lock without the remote. (as that is the whole point of it..lol) your best bet is probably to pick up a cheap "one for all" remote and see if that will remove it.
