Evaluated by service technician. Probable cause is defective control circuit board, likely an open or intermittent electrical connection or circuit board trace. Is this a repair that can be performed by someone familiar with such repairs? More specifically, is the circuit board easily accessible without pulling the whole oven out from the wall?

If
there's no obvious removable cover over the bulb (and the owner's
manual doesn't address it) some disassembly may be required.
Always unplug a microwave before removing or installing any bulbs.
On an over the range type, remove the vent grille across the top and
see if bulbs can be accessed there. There may be a panel on the bottom
covering the light(s), instead.
If not, chances are
you'll have to remove it from the wall, then remove the outer cover. If
so, the installation instructions are very handy, and it's best to have two people since the microwave can be heavy and awkward.
You can download GE owner's manuals and installation instructions here.
Once it's out of the wall, the outer cover (wrapper) will need to be removed, just as you'll need to do on a counter top model.
Be sure to put all the screws back in the right holes, since some may be special grounding screws.
Bulbs can be had in most grocery stores, hardware stores, home improvement centers, and big box or department stores.
Many models use halogen lamps. You must not touch the new one with your bare skin, as the oils will shorten the bulb life.

Excellent camera work! This is very helpful.
That door you mention is part of the "damper assembly".
In that damper assembly is a damper switch which detects the position of the damper door.
If the switch goes bad, or there's some kind of obstruction of the damper door, the control board will try to run the damper motor to close or open the door, as appropriate, depending on whether you're cooking in microwave mode or speedcook / convection mode.
It's not listed as a separate part, but that damper switch should be the same kind as the upper and lower door switches to the left of the control panel.

There
should be a "mini-manual" (tech sheet) hidden inside the unit
behind the
control panel or hidden on the left side behind the grille, which is
very helpful when troubleshooting, testing, and locating components.
At
our Web site, we have a video
available showing how to remove a typical
over the range control panel assembly in under 5 minutes. Maybe you saw that already?
If you only need a
switch, you can order a universal type here for $5 postpaid.
Feel free to contact me directly (and please remind me of your
full model number) for more information & help.

Assuming your inside light and turntable come on when you try to microwave, with the symptoms you
have, I would most strongly suspect a shorted high voltage rectifier
diode or a bad magnetron, or a loose and possibly corroded connection on the magnetron's terminal.
If
it's within the magnetron portion of the warranty (usually 5-9 years)
but out of the original full warranty (usually 1 year), then your
manufacturer will cover the part cost, but not the cost to visit you or
the labor charge to do the work.
GE Customer Service is here.
Otherwise, the diode is a fairly
cheap fix, and the mag will cost more.
If you or someone you
know
decide to look into it, we have critical safety information and
disassembly information at our site, and our link is at our listing here on FixYa.

The problem that you are having is that the magnetron inside the microwave is shorting out to ground and it will find the shortest path to reach whatever has metal in it. Replacing the magnetron will solve your problem altogether and you need not do anything else different and continue using your metal racks.

Usually there are 3 or 4 mounting bolts located in the floor of the cabinet above. First you will have to disconnect the power and then the duck work if the unit is ventde to the outside. To remove the unit requires two people, one to support the unit and the other to remove the bolts. If you are doing it alone, quite difficult, you'll have to juryrig a deadman support. Ther is a wall plate behind the unit that has a lip that the back bottom of the microwve is locked into. After the bolts are removed slowly lower the front until you are able free the unit from the lip of the support plate.
