Just a note. If the water got inside the vehicle. Your going to have problems with the fuse panels, electrical plugs and other computer in there. None on the inside are weather tight. Your insurance should have totaled this car.
Yes you have spark plugs, No you don't have a distributor cap, With the air filter being wet you might have water in on top of one of the pistons and it stops the engine from turning over. Remove the spark plugs and rotate the engine with the starter to eject any water off the top of the pistons re-install the plugs and try starting it

This can be your Idle control valve, when you turn the air on it puts the engine under load and your computer will increase the idle automatically to prevent the engine from cutting out.
When you are standing still and the car is shaking, by touching the accelerator very softly does the shaking stop? If so check the idle control valve.

Pull one or two sparkplugs and check them for moisture; not fuel, but for water beads.
I don't know how long your engine ran after losing coolant but there is a chance that you lost the head gasket and have gotten water into the cylinders.

Yes you have sparkplugs No you don't have a distributor cap It is all electronic now But with the wet air filter you might have water on top of the piston To get it out you have to remove the spark plugs and turn it over to push out the water reinstall the plugs
